The Sabre® Streamline® Resource Management Suite is an integrated end-to-end resource management solution designed to handle the needs of airlines, ground handlers, airports, caterers, cargo handlers and airport-based government agencies. Our resource management systems can dramatically improve day-to-day operations across the airport operation by providing optimal staffing levels, generating rostering solutions for complex rostering scenarios, automating employee administration, and offering decision support on the day of operation. Systems to optimize staffing for cargo operations, optimize utilization of ground support equipment, and improve gate planning and management are also part of the Streamline suite.

Staff Forecasting and Planning
The Sabre® Streamline® StaffPlan™ staff forecasting and planning system enables the accurate determination of employee staffing levels required for a given flight schedule. The system uses award-winning optimization models to generate efficient headcount and shifting/utilization statistics that replace the manual tools and processes often used. In addition to optimal output that will generate a higher quality shift cover, the StaffPlan system significantly reduces the time and effort required for planning and budgeting airport personnel, thus further reducing cost from the operation. The system also makes it possible to achieve consistent airport staffing levels and to identify and understand the cause of variation in staffing levels required to support a given schedule.
As part of the StaffPlan system, the Sabre® CargoPlan™ terminal staff planning module enables airlines, ground handlers and air cargo companies to accurately determine the staff levels required for work groups at cargo terminals. The result is a more efficient and productive cargo operation.
To help plan ground support equipment needed and maximize utilization of assets in airport operations, the Sabre® GSEPlan™ module provides a tool to assist with determining optimal ground support equipment resources required for a given flight schedule. The system significantly reduces airport equipment planning and budgeting time and can generate GSE requirements for comparison with current inventory to determine surpluses or shortages.

Roster Generation
The Sabre® Streamline® RosterMaker employee roster generation system is an optimization and process automation tool that builds rosters based on user-defined rostering constraints. The user can define the patterns or the RosterMaker system can recommend pat-terns based on the set of constraints entered by the user and matched to the work to be completed. An optimization model will automati cally generate undated rotating rosters, taking into account user-defined constraints within the system. If the user wants to fine-tune the result, a user-friendly roster editor provides for fast and easy revision. The final output from the RosterMaker system is a list of unnamed or named rosters supporting the fair distribution of shifts among the work-force. The unnamed rosters are assigned in the Sabre® Streamline® StaffAdmin™ employee administration and assignment system based on available employees, their defined work area, qualifications and proficiency.
Based on current user experience, results generated are:
- Achieved up to 10% in administrative cost savings related to creation of complex rosters,
- Reduced violations and corresponding premiums paid as a result of rostering rule violations,
- Time savings of patterned roster generation incorporating different patterns and rules to help reduce violations and increase employee satisfaction.
Employee Administration and Assignment
The Sabre® Streamline® StaffAdmin™ employee administration and assignment system provides a flexible platform for creating and storing work and attendance rules and provides a repository for employee information, including qualifications. The StaffAdmin system assists administrative staff when planning and tracking employee outages – such as vacation and training, leaves of absence, attendance, overtime and scheduling issues. This system assigns employees with the required qualifications to perform tasks on designated rosters and then makes the rosters available to the real-time management system to perform the necessary operating tasks on the day of operation.
The StaffAdmin Employee Self-Service component gives the employee the ability to change personal information, perform various shift transactions, request leave or view an upcoming schedule or series of tasks among many other actions that can be performed with little or no administrator involvement. All Employee Self-Service transactions are administrator configurable, subject to user defined rules and protected by multiple security and audit controls.
Using the StaffAdmin system, current clients have experienced these savings:
- Improved administrative staff utilization up to 20% through reduction of paperwork and increased employee involvement in data entry,
- Decreased costs up to 15% by eliminating mistakes in the reconciliation and processing of manually compiled time and attendance data,
- Yields up to 5% in staff utilization improvement through enhanced rostering.
Real-Time Staff and Resource Management
The Sabre® Streamline® StaffManager™ automated staff allocation system facilitates real-time staff planning and management of associated tasks, especially for those events that may disrupt the scheduled daily task assignments. It dramatically enhances airport operations by using sophisticated task-planning and allocation models, visual alerts and a comprehensive graphical user interface. Tasks can be balanced among workers and can be automatically reassigned according to user-defined rules. Information and tasks can be transmitted by wireless, SMS or other devices to workers throughout the airport environment. The StaffManager system also enables tactical planning based on the updated flight schedule and outage-adjusted employee shifts. The allocator can assign overtime during the tactical planning phase to ensure adequate coverage.
The StaffManager system is currently installed at customer sites with one to as many as 20 workgroups and is installed at some of the busiest airports in the world. Based on our customers’ experiences, the StaffManager system consistently:
- Reduces overtime costs up to 10%.
- Improves utilization of staff and resources up to 25%.
- Reduces flight delay costs up to 5%.
Gate Assignment and Schedule Validation
The Sabre® Streamline® GatePlan™ gate schedule system offers an automated decision-support tool to help airlines and airports assign more feasible, efficient gate assignments to existing schedules. Within minutes, flight schedulers can use the GatePlan system to validate that a proposed schedule can be executed for the given gate equipment and airport layout. User-defined rules, parameters and preferences can be adjusted to provide optimal gating solutions. A user-friendly interface and efficient scenario management enables multiple what-if scenarios to be examined for the best solution. The system can also incorporate new events such as temporary construction or long-term additions to be planned in the gating solution. The combination of automation and human intervention makes it possible to gate large and small airports in minutes using existing resources.

Real-Time Gate Management
The Sabre® Streamline® GateManager™ automatic real-time flight and resource monitoring system provides decision support for the utilization of gate resources. This system constantly evaluates real-time flight data, analyzes changing conditions and automatically detects potential problems through user defined alerts. Solutions can then be automatically or manually completed and disseminated through-out the operation.
Existing clients have experienced these improvements:
- Reduced excess aircraft fuel burn costs up to 5%,
- Realized up to a 7% increase in the utilization of available aircraft parking positions,
