RESOURCE MANAGEMENT
Airport-based governmental agencies including airport security, passenger screeners, customs, immigration, undercover police, air traffic controllers and many other government agencies face the need to effectively complete their public service duties as efficiently as possible. On the day of operations, these agencies must plan, roster, administer and manage their workforces at each airport or facility throughout the country. Possessing the technology and resource management tools to quickly and efficiently solve these business needs is key.
The Sabre® Streamline™ Resource Management Suite offers an integrated and proven end-to-end resource management solution. The systems in the suite include:
- Sabre® Streamline™ StaffPlan™ system — A forecasting and planning system to allocate staff for a given schedule,
- Sabre® Streamline™ RosterMaker system — A system to create rosters using patterns longer than seven days,
- Sabre® Streamline™ StaffAdmin™ — An employee administration, tracking and assignment system with a flexible platform,
- Sabre® Streamline™ StaffManager™ — A staff allocation system facilitating real-time planning and management on the day of operations.
The StaffPlan system
Airport-based governmental agencies can use the StaffPlan system to determine the staffing requirements when passengers are in the airport or flights are in the air. The StaffPlan system forecasts the number of passengers so agencies can determine the appropriate staffing level. For holidays, vacation periods or other high-traffic days, this system provides a powerful tool to manage passenger flows at desired service levels.
The RosterMaker system
The RosterMaker system builds rosters based on user-defined rostering constraints providing roster optimization and process automation. Airport-based governmental agencies can define staffing patterns, or the RosterMaker system can recommend patterns based on the set of constraints entered and matching them to work demand. The system’s optimization model automatically generates rosters, taking into account user-defined constraints within the system. The system includes the capability to fine-tune the result, as a user-friendly roster editor provides fast and easy revision. The RosterMaker system improves efficiency as it automates this potentially labor-intensive process and gives the organization increased flexibility to best manage the rosters to the work to be completed.
The StaffAdmin system
The StaffAdmin system can help airport-based government agencies by providing a secure way to administer agreed-upon central, uniform standards. With an increased need for security, employee audits and other government regulations, having a system that can cater to the needs of various agencies is essential. The StaffAdmin system has multiple layers of security with the flexibility to handle central policies from the system-wide level and yet still allow for specific rules at the local level.
The efficiency of airport-based government agencies has a direct effect on the performance of the airport overall, and the StaffAdmin system helps them exceed specific customer service levels and measure their efficiency. By assisting these agencies in recognizing employee shortages due to training commitments, outages or heavy passenger loads, the system can help them identify the need for additional workers and act to resolve the shortage.
The StaffManager system
The StaffManager system can help airport-based government agencies by associating the staffing requirements to passenger flows through the airport or to aircraft flows in the air.
By viewing the same airport flight schedule and flight operations status as airlines, agencies can use the StaffManager system to anticipate when flight schedule changes will require personnel staff changes and enables them to take appropriate action.
For holidays, vacation periods or other high-traffic days, the system can be an essential tool to service the passenger and aircraft flows at desired service levels.
PROCESS MANAGEMENT
Government authorities are charged with maintaining the security of their borders and the safety of their citizens and travelers. With travel becoming more efficient, affordable and frequent, the movement of people across country borders by air, sea and land will continue to increase. The task of manning checkpoints and checking documentation has long been a labor-intensive and inexact process. The current environment requires a more exact, complete and efficient process that is flexible enough to adjust to changing circumstances.
Government authorities worldwide have long recognized the value of real-time access to the passenger data that resides in airline reservations and departure control systems to help control their borders. The lack of an effective tool for sorting through data contained in disparate systems makes thorough analysis of airline passenger data a cumbersome and manual process. Today, many agencies have access to one or more airline workstations that they use to scan for inbound, outbound or transiting “passengers of interest.” The labor required to perform the sheer number of searches to adequately protect international borders in today’s environment can be staggering.
The Sabre® Qik Analysis™ solution enables agencies to maximize access to information from airline host systems. The solution provides the technical ability to retrieve and analyze real-time data for 100 percent of passengers on inbound or outbound flights, including transfer passengers. Agency personnel can then perform ranked name and keyword searches across passengers, even passengers on different flights, scan multiple airlines or passengers traveling on different days. The Qik Analysis solution sifts through all available passenger information, including vital reservations and check-in data, and returns pointers to only those records containing characteristics identified as “of interest,” enabling agencies to focus on only the most critical situations.
CREW MANAGEMENT
Government agencies with personnel performing functions on scheduled events such as train trips or airline flights can also utilize the Sabre® AirCrews® Crew Management Suite to effectively generate missions and schedules that maximize their mission objectives. From planning and assigning personnel to managing assignments, the AirCrews suite provides a powerful set of tools to optimize agency resources. The AirCrews Operations Manager provides the needed insight and vantage point to track resources as well as to quickly and effectively reschedule resources due to changes in source schedule, such as flight delays and cancellations. The AirCrews suite has been successfully implemented to plan and manage such assignments at government agencies such as the United States Transportation Security Administration and the Federal Air Marshall Program.
